I'm not sure this qualifies. They are parked a mere 4-5 inches on the side where nobody can park anyway. That handicap zone is wide enough for a wheelchair and a bit more, I don't think anyone has an issue with getting by or blocking anyone else from parking (as that would then be rude parking with illegality).
